It has come to my conclusion that the miku fever achievement cant be obtained due to a certain copyright or has to be limited into those certain area of people living where they get access to.

It can still be obtained as it stands right now. You just have to watch a 3 hour long black screen if you want it, assuming you are affected by the copyright.
