This is an easy fix, although there's a bunch of things that result in the final volume.
- Go to GMod's Menu > Options > Voice and adjust the volume sliders
- Click on Steam Voice Settings in that options menu and adjust the volume sliders there as well
- If it's only one player that's quiet, ask them to check their Transmit Volume in GMod's Voice Options, Steam Voice Settings, and their microphone's volume in their Operating System
- If everyone's still too quiet for you, open GMod's Console and adjust these two settings, using the defaults as a baseline:
