New users have to accept rules in full detail before being allowed to join the server

This is a simple proposal and I think this is most likely to be the best approach to consulting new users, Making them accept the rules and read them in detail before letting them join is an idea I've had for awhile. Sort of like a terms of service, I see csgo servers do it all the time.

People are generally greeted on their first visit with people telling them to read the rules, and they're placed right in front of spawn. Not only that, but people are generally not banned on their first offense and are again told to read the rules to avoid getting a ban. With our warning system in place, I hardly see this as a necessity.
