How much RAM do you have, exactly what model of Radeon is the APU chipset based on? I don't think it's too awful to stream from by what I'm seeing here. What problems are you running into? Are you using a wired or wireless connection?

Planned on using the RTMP service and asking for Twitch as well but for now RTMP so maybe that i could start hosting saturday night movies now

These are the settings we usually use for RTMP streaming.

Code:
Encoding
Video Encoding
Encoder: x264
Use CBR: Checked
Enabled CBR Padding: Checked
Max Bitrate: 3000kb/s

Audio Encoding
Codec: AAC
Format: 48kHz
Bitrate: 192

Broadcast Settings
Mode: Live Stream
Streaming Service: Custom
FMS URL: (Your RTMP URL goes here)
Play Path: Leave Empty

Video
Resolution Downscale: 1.50 (1280x720)
Filter: Bicubic sharper
FPS: 30
Disable Aero: Unchecked

Audio
Desktop Audio Device: Here's it's recommended to use a device other than your Default that isn't plugged in and then use that same device in VLC Media Player or any other application that you're using to play videos. The reason for this is due to the fact that if you select your Default, everybody in the stream will be able to hear things like your GMod, Steam Message Notifications, and other OS Sounds, instead of just the video.

Advanced
Use Multithreaded Optimizations: Checked
Scene Buffering Time (milliseconds): 3500

If you can't connect to the RTMP Server using OBS, then either your IP changed or RTMP DDoS Mitigation is enabled. Either way, you'll need to talk to me about it before it'll connect again.
